You have to read the comments on the Post to Twitter page down to comment number 22 to get a clear idea as to how to install it. They confuse things by using the word "download." I searched that page for a link. No link.
Then I settled down and read the comments.
While you have that page open in your firefox, and scripts allowed, go up to the search bar, click the down arrow. All the way at the bottom, above "Manage Search Engines" you will see Add "Post to Twitter"
Click on that and the choice will be added to your list of search engines.

Also, make sure you are signed in to your twitter page in one of your tabs.
